Next Steps
Implementation: The BLM will develop an implementation
plan that identifies actions for achieving the desired outcomes of the Approved
RMP. The implementation plan will assist BLM managers and staff in preparing
budget requests and scheduling work priorities. During the life of the Approved
Plan, each site-specific, or implementation-level project or plan will need to
conform to the goals, objectives, actions and allowable uses contained within
the BSWI Approved RMP. The BLM will prepare additional documentation for these
actions necessary to comply with the National Environmental Policy Act (NEPA).
Depending on the action, this can vary from Categorical Exclusions (CX),
Determinations of NEPA Adequacy (DNA) or new Environmental Assessments (EA), or
Environmental Impact Statements (EIS).
Each subsequent project or step-down plan will have
opportunities for additional public input that can include public scoping,
document reviews/comments and administrative remedies. The public can keep
updated about future projects and opportunities to participate by checking
listings on BLM’s national NEPA register available at eplanning.blm.gov. The National NEPA Register
allows online review and comment of BLM planning and implementation documents.
The site allows for searches by geographic location, project resource type,
project year and other specific fields.
Monitoring: Monitoring is the process of tracking and documenting the progress of the land use plan decisions. Land use plan monitoring is a continuous process occurring over the life of the RMP. Data is used to determine:
1) Whether planned actions have been implemented in the manner prescribed by the RMP, and;
2) Whether actions and allowable uses are effective in achieving objectives.
If implementation does not achieve the expected desired outcomes,
adaptive management strategies or a plan amendment may be necessary.
Evaluation: The BLM will periodically evaluate an approved RMP to determine whether the land use plan decisions and NEPA analysis are still valid and whether the plan is being implemented effectively. Land use plan evaluations determine:
1) The decisions remain relevant to current issues;
2) Decisions are effective in achieving or making progress toward achieving the desired outcomes specified in the RMP;
3) Any decisions need revision, amendment, or deletion, and;
4) Any new decisions are needed.
Documented in the tables below, the BLM held public meetings beginning with the 2013 Scoping, 2015 Alternatives Outreach, and 2019 Draft RMP/Draft EIS and Preliminary ANILCA Section 810 subsistence evaluation hearings. The last opportunity for public comment ended June 13, 2019 with the close of the Draft RMP/ DEIS public comment period.
Communities visited for 2019 Draft RMP/EIS Public Meeting & ANILCA 810 Hearings
In the Preliminary ANILCA 810 Evaluation, the BLM found that the alternatives considered in this Draft EIS may significantly restrict subsistence uses. Therefore, the BLM will undertook the notice and hearing procedures required by ANILCA Section 810 to solicit public comment from the potentially affected communities and subsistence users. ANILCA Section 810 hearings with the opportunity for public testimony were held in conjuction with the DEIS public meetings below.
