Project Description

The Utah Department of Transportation (UDOT) submitted an application requesting a four-lane highway right-of-way (ROW) north of St. George, Utah. In order to consider the application, the Bureau of Land Management (BLM) is also considering an amendment to the Resource Management Plan (RMP) for the Red Cliffs National Conservation Area (NCA), where the ROW is proposed to be located. Separately, Washington County submitted an application to the United States Fish and Wildlife Service (USFWS) for an Incidental Take Permit for Mojave desert tortoise, supported by an amended Habitat Conservation Plan (HCP). In the HCP, Washington County included mitigation to potentially offset impacts to the existing Red Cliffs Desert Reserve (Reserve) if the BLM grants UDOT a ROW across the Reserve. Washington County proposed adding a new zone to the Reserve that would include approximately 6,800 acres (commonly referred to as Zone 6), located southwest of St. George. An amendment to the BLM St. George Field Office RMP is being considered by the BLM to support enhanced conservation of the area.
