The TAPS is an 800-mile, 48-inch pipeline, that carries crude oil from the North Slope of Alaska to the Valdez Marine Terminal (VMT) and includes the pipeline and related facilities (e.g., pump stations, access roads and bridges, a fuel gas line, communication systems), and the VMT. The TAPS was constructed between 1974 and 1977, through the central portion of Alaska from the oil fields in Prudhoe Bay to the Port of Valdez (see Appendix A, TAPS ROW Renewal Map). The construction of the pipeline was initiated after the discovery of oil at Prudhoe Bay and was one of the largest privately funded construction projects at the time, costing approximately $8 billion in 1977 (APSC 2026). Alyeska Pipeline Service Company (APSC) operates TAPS on TAPS ROW Renewal – DRAFT NEPA Approach Package behalf of its three Owner companies, serving as both operator 1 and agent. The TAPS Owners comprise Harvest Alaska, LLC (48.3914 percent), ConocoPhillips Transportation Alaska Inc. (28.6105 percent), and ExxonMobil Pipeline Company LLC (23.0071 percent).
