Navigating the Record of Decision and Approved RMP
The Record of Decision and Approved RMP generally follows the same outline as the Proposed RMP/Final EIS. A summary of changes between draft and final has been added in Chapter 1. Maps and Appendices supporting management decisions have also been included in the Approved RMP.
Chapter I: Record of Decision
• Section 1: Gives an introductory overview and description of the Planning Area and Decision Area.
• Section 1.2: Summarizes the management decisions made in the RMP; describes clarifications and modifications made to the Lewistown Proposed RMP/Final EIS; and lists the procedures to be used for mitigation and plan monitoring.
• Section 1.3: Describes the alternatives analyzed in detail as well as alternatives and issues considered but not analyzed in detail.
• Section 1.4: Provides rationale for the management decisions in the Approved RMP.
• Section 1.5: Discloses how the Approved RMP will be applied to existing projects.
• Section 1.6: Discusses the process for public involvement throughout development of the Approved RMP.
• Section 1.7: Provides information related to consultation, coordination with cooperating agencies, government-to-government tribal consultation, and results for Section 7 consultation with the U.S Fish and Wildlife Service and Section 106 Consultation with the Montana State Historic Preservation Office.
Chapter II: Approved RMP
• Section II.1: Provides the Purpose and Need for the plan revision and planning issues and constraints.
• Section II.2: Links to all of the management decisions for each resource and resource use.
• Section II.5-7 Provides further details regarding RMP evaluation and adaptive management as well as references and a glossary.
• Appendices: Implementation and Monitoring; Design Features; Reclamation; Air Resources; Fire and Emergency Stabilization and Rehabilitation; Oil and Gas Stipulations; Recreation Management Areas; Land Tenure; Withdrawals; and ACECs.
