Record of Decision
The BLM Utah State Director has approved a Record of Decision (ROD) for the Moab Master Leasing Plan/Approved Resource Management Plan Amendments (Approved Plan). The BLM Canyon Country District has collaborated with partners, stakeholders, local communities, the general public, and various local, state, and federal agencies to develop the Approved Plan which will guide BLM in developing oil, gas, and potash resources in the Moab area.

This document was prepared by the Bureau of Land Management (BLM) in consultation with cooperating agencies, and in accordance with the National Environmental Policy Act of 1969, the Federal Land Policy and Management Act of 1976, implementing regulations, the BLM’s land use planning handbook (H-1601-1), the BLM Washington Office Instruction Memorandum (IM) No. 2010-117: Oil and Gas Leasing Reform – Land Use Planning and Lease Parcel Reviews (May 17, 2010), BLM Handbook H-1624-1: Planning for Fluid Mineral Resources, and other applicable law.  Although the IM and Handbook pertain to oil and gas leasing decisions, the BLM determined that the MLP concepts are also applicable to potash leasing decisions.
 
The Approved Master Leasing Plan, a first for Utah, considers future leasing of oil, gas, and potash decisions on approximately 785,000 acres of public lands within Grand and San Juan Counties.  The entire planning area is nearly 950,000 acres and is immediately adjacent to Arches and Canyonlands National Parks.  About 162,000 acres are a mix of state, private, and split estate lands.
