Project Description

The purpose of the Proposed Action is to lease lands for development of geothermal resources where appropriate, consistent with the Geothermal Steam Act of 1970, the Federal Geothermal Leasing Reform Act of 1987, the Energy Policy Act of 2005, and related executive orders, in a manner that will promote use of clean technology and prevent unnecessary or undue degradation of public lands, resources, and uses. Geothermal leasing is also consistent with BLM’s multiple-use and sustained-yield mandate under the Federal Land Policy and Management Act of 1976 (FLPMA) as amended. 

Lands eligible for geothermal leasing for this year’s lease sale are those that are not closed to leasing under the PEIS, land use plan, or other special designation, and for which the BLM has received lease nominations. BLM is required by law to consider leasing of nominated areas if leasing is in conformance with the applicable BLM land use plan. The districts must provide a recommendation to the Nevada BLM State Director who would decide which parcels are included in the upcoming October 2026 Competitive Geothermal Lease Sale, and which stipulations would be applied based on the analysis in this EA.
