Project Information
On January 17, 2014 the Bureau of Land Management, Hassayampa Field Office, issued a right-of-way (ROW) to Arizona Public Service (APS) for the Sun Valley to Morgan Transmission Line Project (Project). The Project is proposed as an above-ground electric transmission system, consisting of a single series of tower structures holding two high-voltage circuits - a single-circuit 500 kilovolt (kV) transmission line and a single-circuit 230 kV line.  As a part of the Record of Decision (ROD) for the Project, the BLM also amended the 2010 Bradshaw-Harquahala Resource Management Plan.

The total Project spans approximately 38 miles and seeks to connect APS's Sun Valley Substation near the northern reaches of the Town of Buckeye, with the Morgan Substation near the City of Peoria. The ROW is for approximately nine miles of BLM-administered lands in two seperate locations, and includes a seven mile stretch along State Route 74 which is now designated as a utility coridor.  The ROW also amended the visual resource management classification for the seven mile stretch.  The classification was changed from class III to class IV.

The Final Environmental Impact Statement considered the impacts to all affected lands by the Project.  The BLM's ROW grant was for the affected BLM lands only. Other property owners along the transmission line corridor, such as the Arizona State Land Department, have responsibility for granting access to APS along their lands.
