Project Description

Under the proposed action, the BLM will issue new authorizations for special recreation permits (SRPs) for guided commercial boating, camping, and fishing on BLM administered lands and waters. These authorized activities are in areas where such activities are currently allowed, including on existing roads and trails and in existing recreation sites. 

Outfitters will be permitted annually to conduct guided boating, camping, and fishing trips on the approximately 11-mile section of the Upper Klamath Wild and Scenic River (WSR), Stateline Boat Launch, and associated lands and recreation sites within the river corridor.
The river maximum use is 250 visitors per day (commercial and private), of which, commercial passengers may not exceed 200 (BLM 1983). Through the SRPs, the BLM will authorize each permittee to conduct two trips a day with up to 30 passengers per trip (permittee and employees do not count against the 30-passenger limit). To lessen congestion, the SRPs will require permittees to maintain adequate spacing (typically 30 minutes) to maintain the recreation experience between their trip and other trips at launch sites or while on the water and at any mid-trip shore stops such as lunch spots or campsites.

The SRPs will be operational from April 1st to September 30th, 2025, and 2026.
