June 5, 2026 - RECORD OF DECISION AND PROTEST RESOLUTION

The BLM Southern Nevada District Office has issued the Record of Decision (ROD) for the GridLiance West Core Upgrades Transmission Line Project in Clark and Nye Counties, Nevada. The ROD can be found under the “Documents” section of this webpage. Copies of the ROD may be viewed at the BLM, Southern Nevada District Office: 4701 North Torrey Pines Drive, Las Vegas, Nevada 89130.

The ROD documents two decisions

  • First, it approves the issuance of a ROW grant to GridLiance to construct, operate, maintain, and decommission transmission system upgrades analyzed in the Final EIS/Proposed RMP Amendment.

  • Second, it amends the Visual Resource Management (VRM) class of the Las Vegas RMP (BLM 1998) from II to IV within the existing 1998 Las Vegas RMP Designated Corridor (Amargosa–Roach) in the southern Spring Mountains, near Wilson Pass, and amends the VRM class from III to IV within the Project ROW and substation footprints where the Project is determined to be not in conformance.

The Record of Decision may be appealed to the Interior Board of Land Appeals (IBLA), Office of the Secretary, in accordance with the regulations contained in 43 CFR Part 4 and Form 1842–1. If an appeal is taken, your notice of appeal must be filed in this office within 30 days of the decision. The appellant has the burden of showing that the decision appealed from is in error.

If you wish to file a petition pursuant to regulation 43 CFR 2801.10 or 43 CFR 2881.10, for a stay of the effectiveness of this decision during the time that your appeal is being reviewed by IBLA, the petition for a stay must accompany your notice of appeal. A petition for a stay is required to show sufficient justification based on the standards listed below. Copies of the notice of appeal and petition for a stay must also be submitted to each party named in this decision and to the IBLA and the appropriate office of the Solicitor (see 43 CFR 4.407) at the same time the original documents are filed with this office. If you request a stay, you have the burden of proof in demonstrating that a stay should be granted. The Protest Period for the Resource Management Plan Amendment concluded and the BLM received two protest letters from three protesting parties. The BLM has documented the responses to the valid protest issues and recorded the protest decision in writing along with the reasons for the decision in the protest resolution report. February 27, 2026 - FINAL EIS AND RMP AMENDMENT AVAILABILITY

The BLM Southern Nevada District Office has published Final Environmental Impact Statement (EIS) and the Proposed Resource Management Plan (RMP) Amendment for the proposed GridLiance West Core Upgrades Transmission Line Project in Clark and Nye Counties, Nevada. The 30-day protest period opened February 27, 2026. The Final EIS, RMP Amendment and supporting documents can be found under the “Documents” section on the left side of this webpage.

The Environmental Protection Agency (EPA) published a Notice of Availability (NOA) in the Federal Register on February 27, 2026 announcing the release of the GridLiance West Core Upgrades Transmission Project's Final EIS and Proposed RMP Amendment. The publication of EPA's NOA marks the beginning of a 30-day protest period related to the Proposed RMP Amendment.

Those who participated in the planning process and have an interest that may be adversely affected by the proposed RMP Amendment may file a plan protest electronically starting on February 27, 2026. April 19, 2024 - DRAFT EIS AND RMP AMENDMENT AVAILABILITY

 

The Bureau of Land Management (BLM) Southern Nevada District Office is seeking public input on the Draft Environmental Impact Statement (EIS) for the proposed 230-kilovolt (kV) or 500-kV GridLiance West Core Upgrades Transmission Line Project in Clark and Nye counties, Nevada. The project aligns with the Biden-Harris administration’s focus on siting infrastructure in an environmentally responsible manner to support a fully carbon-free electricity sector by 2035.

 

Meeting Dates/Times and Registration

  • An in-person meeting is on May 9, 2024, from 6 p.m. to 8 p.m. PT at the Pahrump Nugget Casino, 681 NV-160, Pahrump, NV, 89048. The meetings will offer information about the project and the comment period, which lasts 90 days.

 

“Public input during the National Environmental Policy Act process is critical as we continue to evaluate the proposed project,” said Nicholas Pay, Pahrump Field Office Manager. “The type of comments that would be most helpful during the comment period include those identifying potential local concerns and opportunities related to the proposed project and alternatives analyzed in the Draft EIS, such as impacts on wildlife, recreational activities, or other public land uses.”

 

The GridLiance West Core Upgrades Transmission Line Project proposes to amend portions of existing right-of-way grants to construct, operate, maintain, and decommission approximately 155 miles of transmission system upgrades across approximately 4,900 acres of federal public lands in Nye and Clark Counties, Nevada.

 

The BLM will accept written public comments through July 18, 2024. Substantive comments that identify factual errors, data gaps, relevant methods or scientific studies are the most helpful.
