Project Description

The Bureau of Land Management (BLM), St. George Field Office (SGFO), has received a Special Recreation Permit (SRP) application from H5 Events, Inc. to conduct the Red Bull Rampage freeride mountain bike competition on public lands located north of Virgin, Utah, in Washington County as shown on Figure 1 – Appendix A.  

Red Bull Rampage is a freeride mountain bike competition that utilizes steep terrain, vertical relief, and natural geologic features that allow competitors to develop customized descent routes. The proposed event requires land for event staging including start and finish lines, spectator viewing areas, media staging, medical and other event support tents, and is easily accessible. Locations in Washington County that meet both the event and terrain requirements are relatively uncommon and limit the number of locations capable of supporting the event, The proposed project area includes lands used for the original Red Bull Rampage events held between 2001 and 2004 under a previous SRP. After a three-year hiatus, the event was relocated in 2008 to nearby lands administered by Utah State Trust Lands, where it has been held ever since. The applicant has proposed returning to the original venue in 2026 to commemorate 25 years since the first event occurred on BLM-administered lands.  

The proposed project area consists of highly eroded badlands terrain characterized by steep slopes, cliffs, and layered sandstone and mudstone formations. These terrain characteristics provide opportunities for competitors to construct and ride customized descent routes while limiting the need for the construction of permanent structures. The proposal also includes the use of adjacent private lands for portions of the event infrastructure, staging, media, and support operations.  

This EA evaluates the environmental effects of authorizing the proposed event and associated activities on BLM-administered public lands.
