Project Description

The proposed renewal/assignment is to renew Right of Way (ROW) grant issued to David E. Neff on 02/28/1985 for an access road that is 1,320 feet long by 60 feet wide encompassing 1.82 acres on public land. This existing access road is located along the western boundary of T. 32 N., R. 60 E., sec. 14 W1/2SW1/4SW1/4, Mount Diablo Meridian, from Hwy 229 to his Desert Land Entry (DLE) N-21755 located in T. 32 N., R. 60 E., sec. 23, W1/2. The applicant will use an existing two track road to move cattle past a haystack yard and into the DLE. Maintenance of the road will be minimal and only as needed. This existing ROW is located within a Priority Habitat Management Area (PHMA) for the Greater Sage-Grouse. Original ROW grant is in compliance with all current terms, conditions, standard stipulations, and any special stipulations. No new disturbance, improvements, amendments, or changes to the existing ROW would be authorized with the issuance. Terms, conditions, standard stipulations, and any special stipulations would apply. The ROW would be issued for 30 years with the option to renew. Assignment of this ROW would be between David E. Neff, survivors of, and John E. Neff Co., Inc.

The Bureau of Land Management (BLM), Wells Field Office (WFO) has completed the Neff Road Right-of-Way Renewal/Assignment Categorical Exclusion (CE) and has issued a Decision; the 30-day appeal period is open from March 20, 2026, to April 18, 2026, at which time the Decision becomes final.
