Project Description

The Applicant proposes to develop and operate a surface quarry to extract a high‑quality natural pozzolan deposit. The pozzolan material would be used in the production of a low‑carbon cementation product. 

The proposed MPO boundary encompasses approximately 440.5 acres, including mine access roads. Within this boundary, the primary operational components of the mine would disturb approximately 124 acres. The remaining area within the MPO boundary (approximately 316.5 acres) would be considered potential surface disturbance to provide flexibility during mine startup, including staging and construction activities, as well as for ongoing operational needs. These areas may accommodate equipment and vehicle parking, expansion of overburden or material stockpiles, and placement of portable facilities as needed throughout the life of the operation. 

Mining activities would occur within an approximately 124‑acre disturbance footprint located within the larger MPO boundary. The proposed mine includes several operational components necessary to support the extraction, crushing, and transportation of pozzolan material. These components include the pozzolan quarry pit, the borrow pit, the facility perimeter (crushing and stockpiling areas), topsoil stockpile area, an overburden storage area, sediment ponds, and mine access roads. 

Surface mining operations would consist of developing a quarry pit from which pozzolan ore would be extracted using conventional rip and push mining techniques. Mining would begin with removal and stockpiling of overburden covering the pozzolan deposit. Following overburden removal, pozzolan ore would be loosened using bulldozers equipped with rippers. The loosened material would then be loaded by front‑end loaders into a primary (face) crusher for processing. Mining activities would be conducted in phases to allow progressive expansion of the quarry as additional pozzolan resources are required to meet production demand. Annual production is anticipated to be up to approximately 300,000 tons of pozzolan ore per year, depending on market conditions and operational requirements. 

Surface mining operations would include development of a welded rhyolite borrow pit to supply material for on-site road construction and facility base preparation and maintenance. Mining would be conducted using conventional drill-and-blast methods. Mining activities would use the same primary equipment fleet as the pozzolan operation, with the addition of a contracted drilling and blasting crew and bulk explosives delivery truck. 

Upon cessation of mining, all equipment and facilities would be demobilized from the site,  disturbed surfaces would be reshaped to maximize stability and public safety, and the area would be revegetated to BLM and Division of Oil, Gas, and Mining standards.
