The Phoenix Resource Management Plan (Phoenix RMP) guides Bureau of Land Management (BLM) in its management of lands located in the Tucson Field Office and the Safford Field Office that are not managed under other Resource Management Plans (i.e., the Safford District RMP (1992, 1994), Las Cienegas RMP (2003), Ironwood Forest National Monument RMP (2013), and when completed, the San Pedro Riparian National Conservation Area (SPRNCA) RMP (currently under development)).

As a result of changes in field office boundaries, the decisions in the Phoenix Resource Management Plan are no longer applicable to BLM lands located within the Phoenix District. BLM lands within the Phoenix District are now managed under the Lower Sonoran and Sonoran Desert National Monument Resource Management Plan (2012) and the Bradshaw Harquahala Resource Management Plan (2010).
