Project Description

The BLM Moab Field Office proposes to construct a vault toilet at the Navajo Rocks East Trailhead along Utah State Route (SR) 313.  The trailhead was constructed as part of the Navajo Rocks Trail project (DOI-BLM-UT-Y010-2013-0009-EA), but the installation of toilets at either of the two trailheads for the bike route was not included in the Proposed Action at that time. A toilet was installed at the Navajo Rocks West Trailhead in 2017 (DOI-BLM-UT-Y010-2016-0215-EA).  

 A single vault toilet would be constructed adjacent to the trailhead parking area on an old non-designated roadbed. The walls of the toilet building would be a corrugated metal surround to match the existing toilet at the Navajo Rocks West Trailhead. The toilet would be constructed and installed by the BLM and would be regularly maintained by the BLM.  

The Navajo Rocks East Trailhead receives heavy visitation; natural resources as well as the recreationists using the facility would benefit from the installation of a toilet to contain human waste.  

The project is within the Labyrinth Rims/Gemini Bridges Special Recreation Management Area and along the Dead Horse Mesa State Scenic Byway. Besides serving cyclists who park at the trailhead to enjoy the Navajo Rocks Bicycle Trail, other visitors along SR 313 would also use the facility.

What's New

BLM will use the NEPA public participation process to satisfy the public involvement requirements under Section 106 of the National Historic Preservation Act (NHPA) (54 U.S.C 306108) pursuant to 36 CFR 800.2(d)(3). The information about historic and cultural resources within the area of potential effect for this undertaking will assist the BLM in identifying and evaluating impacts to such resources in the context of both NEPA and Section 106 of the NHPA.
