The BLM develops comprehensive land use plans to guide management decisions and actions on public lands. The plans are known as resource management plans (RMPs).
These plans address the full range of activities that occur on public lands, including off-highway vehicle (OHV) use, wildland fire management, wildlife management, mineral leasing, and livestock grazing. The dynamic nature of public land resources and uses requires that BLM maintain, amend, and when necessary, revise its RMPs.
RMPs also direct management of areas on public lands that require special protection, such as areas of critical environmental concern (ACECs).
The BLM's land use planning regulations, which implement the FLPMA, require the BLM to publish, and provide for public review of, the proposed planning criteria that will guide the BLM's land use planning process.
