Project Description

The BLM amended the Taos Resource Management Plan (RMP) to develop a Management Plan for Rio Grande del Norte National Monument.  An environmental assessment (EA) was prepared for the amendment to the RMP. 

The Monument planning process was first initiated in January 2014 with the publication of a Notice of Intent in the Federal Register. Following this notice, the BLM conducted an extensive public scoping process to identify relevant issues and concerns to be considered during the planning process. Preliminary draft alternatives were fully developed with cooperating agencies to resolve those issues and concerns in a manner consistent with the Presidential Proclamation that established the Monument. In 2017, Executive Order 13792, Review of Designations Under the Antiquities Act, put the planning effort for the Monument on hold. Executive Order 13792 was rescinded in March 2021, and the Taos Field Office was directed to proceed with its Monument planning effort.  

The Taos Field Office started the planning process over and carried over public scoping input from the original effort initiated in 2014. A publication of a Notice of Intent in the Federal Register was made in August 2023. The Draft EA published on ePlanning in April 2024 and the Final EA published on ePlanning in September 2024. The Bureau of Land Management issued a Decision Record, Finding of No Significant Impact, and the Approved Monument Management Plan for the Río Grande del Norte National Monument on December 23, 2024.

Protest Period

The protest period for the Proposed RMPA/Final EA for the Monument Management Plan closed on October 18, 2024.
