Project Description

Under the Proposed Action, the following locations would be authorized for commercial tandem BASE jumping. If authorized, the locations could be added to the existing permits for two commercial tandem BASE jumping operators for the life of their permits.

	Commercial BASE jumping is not allowed from March 1 through August 31 to protect Mexican Spotted Owl nesting habitat
Welshman’s (38.518101°, -109.602116°)	
           All participants must walk only in the wash (upon landing) to protect riparian habitat in Kane Creek
Electric Chair (38.57054°, -109.57723°)		
          An approved landing location must be secured (on lands managed by Forestry, Fire and State Lands)
Four Horsemen (previously analyzed without the approach route)
	Commercial BASE jumping is not allowed from April 1 – August 14 to protect bighorn sheep lambing habitat

Standard general terms and SRP stipulations, BLM Utah SRP stipulations, and the following MFO activity and resource specific stipulations would be included with the SRP:
•	Raptor restrictions would be imposed if an active nest is documented within one/half mile of the jump or route.  There would be no activity for one-half mile during active nesting, unless the BLM determines that the activity does not impact nesting.  BLM will notify the permittee if known nesting activity occurs. If permittee suspects nesting activity, they must notify BLM.  
•	Mexican spotted owl restrictions would be imposed if an active nest is documented within one/half mile of the jump or route.  There would be no activity for one-half mile during active nesting unless BLM determines that the activity does not impact nesting.  USFWS would be contacted. BLM would notify the permittee if known nesting activity occurs. If permittee suspects nesting activity, they must notify BLM.  
•	The maximum group size would be four (4) clients, four (4) guides, and three (3) staff to assist with operations. No more than two vehicles would be associated with the activity at any one location. 
•	No rappelling, climbing, or down climbing would be allowed over petroglyphs or pictographs.  
•	No new permanent protection (bolts of fixed pitons) would be used other than the minimum necessary.  No permanent protection would be placed in or near paleontological resources, including fossilized bones or trace fossils such as tracks.  
•	Hiking, climbing, and rappelling activities would avoid going through hanging gardens. 
•	Guides and group organizers would control excessive noise made by either clients or spectators to their clients’ activities.  Excessive noise is defined as shouting, yelling and speaking in a volume meant to carry beyond what is needed to execute the BASE jump. This stipulation is designed to lessen impacts on other users of the public lands.   
•	Pets would not be allowed.   
•	Permittee would allow the BLM to accompany BASE jump access for monitoring purposes.   
•	Any BASE jumping related wind direction devices or flagging would be removed immediately following the completion of the jumps. No temporary installations such as nets, towers or slides are authorized nor would be utilized for tandem BASE jumps.  
•	Guides and clients would access jump exits through their own human powered, non-motorized efforts.  Aerial delivery of clients would not be authorized

BLM will use the NEPA public participation process to satisfy the public involvement requirements under Section 106 of the National Historic Preservation Act (NHPA) (16 U.S.C 470(f)) pursuant to 36 C F R 800.2(d)(3).The information about historic and cultural resources within the area potentially affected by the Project will assist the BLM in identifying and evaluating impacts to such resources in the context of both NEPA and Section 106 of the NHPA.
