NOTICE OF DECISION
The Bureau of Land Management (BLM) Eagle Lake Field Office prepared an environmental assessment (EA) (DOI-BLM-CA-N050-2019-0011-EA) for the Twin Peaks Herd Management Area (HMA) Wild Horse and Burro Gather Plan. The EA analyzes the gather and removal of excess wild horses and burros from within and outside the Twin Peaks HMA and implementation of fertility control to maintain the wild horse and burro population within established Appropriate Management Levels over a period of up to 10 years. The Twin Peaks HMA contains a total of 789,852 acres of public and private lands within Lassen County, California and Washoe County, Nevada.
The preliminary EA and unsigned Finding of No Significant Impact (FONSI) were made available for public comment and review on May 31, 2019 through July 1, 2019. The BLM received approximately 5,440 submissions during the public comment period, and more than 5,270 of those submissions comprised a form letter. The BLM's response to comments is included as Appendix R of the Final EA.
