Project Description

The Bureau of Land Management (BLM) received an application from Intermountain Slurry Seal, Inc. (Applicant) for a Land Use Permit (LUP) to stage construction materials and equipment on lands managed by the BLM Moab Field Office (MFO) in Grand County, Utah. The Utah Department of Transportation (UDOT) contracted with the Applicant on a paving project along Interstate 70 (I-70), both east and west bound lanes.  The LUP encompasses approximately 4.2 acres of heavily disturbed land just north of I-70. The area is routinely used by I-70 travelers as a temporary rest area. In 2023, an LUP was authorized to the Applicant to use the area for construction staging. No new surface disturbance is proposed and access to the staging area would be by the adjacent designated county road. At the end of the UDOT paving project, the Applicant would remove and remaining construction materials and the site would be returned to its original condition.
If approved, the LUP would be granted for a period of two months, from April 1, 2026 to May 31, 2026.
