Project Description

The Bureau of Land Management (BLM) Moab Field Office (MFO) proposes to authorize the use of multiple locations on BLM-managed lands within Grand County and San Juan County, Utah for weddings and other small gatherings such as birthday celebrations, celebrations of life, and renewals of vows. 

Weddings on BLM-managed lands within the MFO are currently handled through Letters of Agreement. Under the Proposed Action, the BLM would require weddings that meet group size limits, require restrictions on noise and other items to obtain Special Recreation Permits (SRPs). While weddings would last one day, the SRPs would be issued for a period that allows set up and cleanup of the venue. 

Compliance with all SRP terms and conditions. Standard Utah BLM stipulations and activity specific restrictions would be required. 

Specific stipulations would be attached to each SRP, including group sizes suitable for the location (as well as maximum number of vehicles). See the attached List of Locations for limitations.  Other limitations would include the following items. The permittee would be issued for a specific date, time, and location; the number of vehicles and number of people would be specified per location. All vehicles would be required to stay on designated roads, permittees would be required to have a toilet system or approve human waste bags and pack out all solid human waste including toilet paper, and equipment such as chairs would be allowed only on hard rock or previously disturbed surfaces. 

 There are no locations listed within WSAs.

BLM will use the NEPA public participation process to satisfy the public involvement requirements under Section 106 of the National Historic Preservation Act (NHPA) (16 U.S.C 470(f)) pursuant to 36 C F R 800.2(d)(3).The information about historic and cultural resources within the area potentially affected by the Project will assist the BLM in identifying and evaluating impacts to such resources in the context of both NEPA and Section 106 of the NHPA.
