What's New

Sale Results for the September 2017 Competitive Oil and Gas Lease Sale are Now Available.
The Proposed Action is to lease 62 parcels of federal minerals, nominated by the public, covering approximately 15,491.91 acres administered by the Bureau of Land Management Pecos District's Carlsbad Field Office and Roswell Field Office, for oil and gas exploration and development. Standard terms and conditions as well as stipulations listed in the Resource Management Plan and Resource Management Plan Amendments would apply.

The lease purchaser would have the exclusive right to use as much of the leased lands as necessary to explore and drill for oil and gas within the lease boundaries, subject to: stipulations attached to the lease; restrictions deriving from specific, nondiscretionary statutes; and such reasonable measures as may be required by the authorized officer to minimize adverse impacts to other resource values, land uses or users not addressed in the lease stipulations at the time operations are proposed (43 CFR 3101). Oil and gas leases are issued for a 10-year period and continue for as long thereafter as oil or gas is produced in paying quantities. If a lease holder fails to produce oil and gas, does not make annual rental payments, does not comply with the terms and conditions of the lease, or relinquishes the lease, exclusive right to develop the leasehold reverts to the federal government and the lease can be reoffered in another lease sale.

Drilling of wells on a lease would not be permitted until the lease owner or operator meets the site specific requirements specified in 43 CFR 3162. An Application for Permit to Drill (APD) would not be authorized until site-specific National Environmental Policy Act analysis is conducted.

In addition to the above, lease notices and lease stipulations can be attached to proposed parcels. Lease notices serve to inform the prospective lease holder of certain conditions occurring within the parcel. Lease stipulations are requirements that must be met before an APD can be approved. Lease notices and lease stipulations are described within the Environmental Assessment, as well as the nominated lease parcels that are in conformance with the applicable land use plan and amendments.
