This resource management plan provides a comprehensive framework for managing public lands in the Birds of Prey National Conservation Area to meet the purposes of the enabling legislation:  "...to provide for the conservation, protection, and enhancement of raptor populations and habitats and the naturaland environmental resources and values associated therewith, and of the scientific, cultural, and educational resourcs and values of the public lands in the conservation area..."
