The 25-million-acre California Desert Conservation Area (CDCA) contains over 12 million acres of public lands. As a first step toward a mechanism for resolution of conflicts, Congress enacted the Federal Land Policy and Management Act of 1976 (FLPMA) which directed BLM to inventory CDCA resources and to prepare a comprehensive land-use management plan for the area. The original CDCA plan was completed in 1980 and a reprint completed in 1999 (reprint available for download in Documents and Reports)
