NOW AVAILABLE: Proposed Resource Management Plan and Environmental Impact Statement

The Carlsbad Proposed Resource Management Plan (Proposed RMP) and Final Environmental Impact Statement (Final EIS) is now available under the “Documents” tab. On September 11, 2026, the Environmental Protection Agency will publish a Notice of Availability in the Federal Register to begin the 30-day protest period for the Proposed RMP and Final EIS. The protest period will end October 13, 2026. 

When the protest period begins on September 11, 2026, the ePlanning page will be updated to activate the tool for submitting protests; look for the “File a Protest” button.  

The 30-day protest period is for any person who has previously participated in the planning effort and has an interest that is or may be adversely affected by the proposed plan. All protests must be in writing and filed with the BLM Director, either electronically via BLM’s ePlanning website or as a hard copy by the close of the protest period. The only electronic protests the BLM will accept are those filed through ePlanning. All protest letters sent to the BLM via fax or e-mail will be considered invalid unless a properly filed protest is also submitted. For more information on how to file a protest, including how to file a hard copy protest, please visit Filing a Plan Protest | Bureau of Land Management.
