Project Description

The applicant proposes to test their Applications' for Permits to Drill (APDs) downhole targets for commercial amounts of helium. There would be three project phases: exploration (construction and drilling), production, and reclamation. During the exploration (construction and drilling) phase, the applicant would upgrade existing county roads, construct three new access roads and well pads (one for each APD) and drill up to three wells. The applicant would drill one well, and if the results are economic, they would drill up to two more wells. If at any time the applicant determined the wells not to be economic, the rest of the proposed construction, drilling, and production phases would be terminated, and the reclamation phase would commence. If the wells are economic for production, NAH would proceed with interim reclamation and implement final reclamation at the end of the 
project’s economic life (estimated to be 20 years). Final reclamation of the site would be completed within 6 months of the plugging date per 43 CFR § 3162.3-4.

The decision approving the proposed action was signed September 20, 2023. The final EA, DR, and FONSI were uploaded to this site page the same day.

A public comment period was held from Wednesday, July 12 of 2023 to Friday, August 11 of 2023. The BLM is in the process of reviewing comments received and preparing the final EA.

A public scoping period was held from February 4 through February 19, 2021.

BLM will use the NEPA public participation process to satisfy the public involvement requirements under Section 106 of the National Historic Preservation Act (NHPA) (54 U.S.C. § 306108) and pursuant to 36 C F R 800.2(d)(3). The information about cultural resources within the area potential affect for this undertaking will assist the BLM in identifying and evaluating effects/impacts to such resources in the context of both NEPA and Section 106 of the NHPA.
