Project Description

The Bureau of Land Management (BLM) Moab Field Office (MFO) has received nine Special Recreation Permit (SRP) applications, augmentations and business transfer requests. Under the Proposed Action, the BLM would issue five new SRPs for a period of up to ten years as well as augment three existing SRPs for the life of the SRP.  In addition, one SRP would be transferred to a new owner for the life of the SRP.  All developed stipulations that are pertinent to the recreation activity requested would be added to the permit stipulations for the applicants.
New SRP Permits
1)	VNTRbirds submitted an SRP application to host a mountain bike retreat using designated mountain bike trails within MFO. Porcupine Rim and Hidden Valley bike trails are not included in the application. VNTRbirds would not be camping on BLM-managed lands.
2)	Just a Guy and a Jeep submitted an SRP application to provide guided motorized tours on designated Easter Jeep Safari Routes in the MFO.
3)	Hong Kong Tanglian Wolfbox, an Original Equipment Manufacturer (OEM), submitted an SRP application to offer guided jeep tours on designated motorized Jeep Safari Routes in the MFO.
4)	RPM Suspensions, an OEM, submitted an SRP application to offer guided jeep tours on designated motorized Jeep Safari Routes in the MFO.
5)	Rise Outside submitted an SRP application to host a climbing retreat using routes at Wall Street, Ice Cream Parlor, and Take Out Beach.  Camping would occur in developed BLM campgrounds.
SRP Augmentations
1)	Moab in a Day requested an SRP augmentation to add designated hiking routes and shuttle services to their existing SRP. The hiking routes would be the Red Onion Trail and Tusher Tunnel Trail. They would also add shuttle services to boat ramps along the Colorado River.
2)	Chile Pepper Bikes requested an SRP augmentation to add the Mud Springs Trailhead to its list of authorized locations for shuttle and bike delivery. Timing restrictions would be added to match the closure for the trail system. 
3)	Rescue and Mountain Skills LLC requested an SRP augmentation to add wilderness medicine classes at designated BLM campgrounds. The permittee would secure group campsites and hold classes within the site boundaries.
Business Transfer
1)	Cactus Jack LLC requested to transfer a permit from Mountain Guide Medical order to conduct wilderness medicine classes at designated BLM campgrounds for the life of the existing permit. All stipulations attached to the permit for Mountain Guide Medical would remain in place for the new owner.

What's New

BLM will use the NEPA public participation process to satisfy the public involvement requirements under Section 106 of the National Historic Preservation Act (NHPA) (54 U.S.C 306108) pursuant to 36 CFR 800.2(d)(3). The information about historic and cultural resources within the area of potential effect for this undertaking will assist the BLM in identifying and evaluating impacts to such resources in the context of both NEPA and Section 106 of the NHPA.
