This Resource Management Plan will guide future management of approximately 296,000 acres of
BLM-administered public land. This includes 129,000 acres of BLM-administered surface land
(referred to as BLM public land) and 167,000 acres of federal mineral ownership where the
surface is privately owned (referred to as BLM split estate land). The 129,000 acres of BLM public
land are scattered over a five-county area in 296 separate parcels. Ninety-five percent of the BLM
land base in the planning area is in western San Diego and western Riverside counties, with the
remainder in southwestern San Bernardino, Los Angeles and Orange counties.
