Since the previous protest period, the Vernal Final EA has been revised to incorporate the guidance released in December 2014 from the Council on Environmental Quality (CEQ) on Greenhouse Gases and Climate Change. However, the EA was not revised to remove the analysis of two parcels that have not been included in the Notice of Competitive Lease Sale (NCLS). The only parcels proposed for the the February 2016 sale are listed in the NCLS that can be accessed online at http://www.blm.gov/ut/st/en/prog/energy/oil_and_gas/oil_and_gas_lease.html. Prior to being leased, the impacts from leasing the remaining two parcels would be analyzed and disclosed in a future NEPA document.
