 On July 25, 2019, Utah State Historic Preservation Office concurred with the BLM's Area of Potential Effect for this undertaking, concur the BLM has completed a good faith effort to take into account the effects of the undertaking on historic property, and concur with the finding of "No Adverse Effect" for the September 2019 Lease Sale. 
 
On October 16, 2019
the District Court of Idaho granted a preliminary injunction which enjoined BLM from implementing the 2019 BLM Greater Sage-Grouse (GRSG) Approved Resource Management Plan Amendments (ARMPA). Parcels that are affected by the preliminary injunction are on hold. The basis for the preliminary injunction was, in part, on the basis that BLM violated the National Environmental Policy Act (NEPA) and the Administrative Procedure Act in implementing the GRSG ARMPA. The NEPA analysis prepared in connection with the September 2019 Lease Sale incorporated the 2019 BLM GRSG ARMPA, which has now been enjoined from implementation. As a result, the NEPA analysis for the September 2019 Lease Sale does not support leasing within GRSG priority habitat or general habitat management areas, which general habitat management areas are found in the Parcels. Therefore, the issuance of the leases would not be lawful (43 CFR 3120.1-1, 30 U.S.C. § 226). On October 7, 2021, the BLM rejected the bids for the  21 leases within GRSG. 

Monticello Field Office

19 of the 144 parcels are located on public lands administered by the BLM's Monticello Field Office.

On October 6 , 2021, the BLM upheld the Pueblo of Acoma's contention that the BLM Monticello Field Office had failed to conduct adequate and meaningful Tribal consultation. 

On October 7, 2021, the BLM has determined it will not issue the lease for those 19 parcels and will refund the winning bids. 

Moab Field Office

Fourteen of the 144 parcels are located on public lands administered by the BLM’s Moab Field Office.
On December 18, 2019, The protest decision for the Moab EA have been posted. This initiates a 30-day appeal period.
On December 20, 2019, The Final EA, signed Decision Record, and Finding of No Significant Impact has been posted for the Moab Field Office. The final Moab EA was modified as a result of some protest contentions.
Richfield Field Office
Sixty-two of the 144 parcels are located on public lands administered by the BLM's Richfield Field Office. Nine parcels are located within Greater Sage-Grouse habitat management areas as identified in the 2015 Utah Greater Sage-Grouse Approved Resource Management Plan, and are affected by the preliminary injunction. 
On January 29, 2019, The Final EA, Signed Decision Record, and Finding of No Significant Impact has been posted for the Richfield Field Office. The Richfield EA did not receive any protests. The Decision Record initiates a 30-day appeal period.
Cedar City Field Office
Seventeen of the 144 parcels are located on public lands administered by the BLM's Cedar City Field Office. Twelve parcels are located within Greater Sage-Grouse habitat management areas as identified in the 2015 Utah Greater Sage-Grouse Approved Resource Management Plan, and are affected by the preliminary injunction. 
On January 29, 2019, The Final EA, Signed Decision Record, and Finding of No Significant Impact has been posted for the Cedar City Field Office. The Cedar City EA did not receive any protests. The Decision Record initiates a 30-day appeal period. None of the 5 parcels outside of Greater Sage-Grouse habitat management areas received bids.


Sale Results
The Sale Results have been posted on eplanning (below) and on the BLM Utah Fluid Mineral website at https://www.blm.gov/programs/energy-and-minerals/oil-and-gas/leasing/regional-lease-sales/utah.
In reviewing current and past publicly submitted nominations, also known as “expressions of interest” for the Lease Sale, BLM-Utah considered oil and gas leasing on approximately 146 parcels encompassing 179,527 acres. In preparation for the September 2019 Lease Sale (3rd quarter), the BLM prepared, 146 parcels comprising of 183,160 acres were included in the NCLS. On September 4, 2019, two parcels located in Cedar City Field Office were deferred. Therefore the September 2019 Lease sale offered 144 parcels encompassing 182,165 acres.
 
Protest Period
BLM offered a 30-day protest period. The protest period began on July 25, 2019, and ended on August 26, 2019. 

Public Comment Period
A 30-day public comment period was held from May 30 to July 1, 2019. The public comments in its entirety were incorporated into the EAs. Please refer to the appropriate appendix. Four public comment letters were abbreviated as a result of the length. Those four letters are published on eplanning. They are SUWA (Moab, Monticello, and Green River) and Friends of Cedar Mesa.
