A red-lined version of the Approved RMP has been updated with the 2024 maintenance actions and a clean version of the maintained decision tables are available on the Documents page in the Approved RMP section.
On March 17, 2026, Maintenance Action 2026-001 was signed maintaining the 2015 Buffalo Approved RMP coal allocation decision (Coal-2001). This Maintenance Action identifies 2,614,310 acres of BLM-administered coal as available for further consideration for coal leasing pursuant to Section 50203 of the One Big Beautiful Bill Act (Pub. L. No. 119-21(2025) and the 2015 Record of Decision/Approved RMP Amendment. Maintenance Action 2026-001 can be found on the “Documents” page linked above.
On December 11, 2025, in accordance with the Congressional Review Act, 5 U.S.C. §§ 801-808, the President signed a joint resolution into law disapproving the November 2024 Buffalo Field Office Resource Management Plan Amendment. Pub. L. No. 119-51. A rule nullified under the Congressional Review Act must be treated as though it had never taken effect. As such, the 2024 RMP Amendment should be treated as though it never took effect and the 2015 Buffalo Field Office Resource Management Plan, as amended in November 2019 and as otherwise amended, except as by the disapproved amendment, is now in effect for the Buffalo Planning Area.
