The BLM has issued a new Record of Decision (ROD) for the National Petroleum Reserve in Alaska (NPR-A) Integrated Activity Plan (IAP). The 2025 ROD is available under Documents on the 2020 NPR-A IAP EIS ePlanning page at NEPA Number: DOI-BLM-AK-R000-2019-0001-EIS.
The Department of the Interior signed the new ROD on December 22, 2025. This ROD aligns management of the 23-million-acre NPR-A consistent with the IAP as adopted in the 2020 NPR-A IAP ROD. This Decision makes available up to 82% of the NPR-A to leasing, balancing Secretary’s responsibilities to provide for oil and gas leasing, exploration and development while protecting important surface resources in the reserve. This new Decision supersedes the 2022 IAP ROD. This decision is based on the NEPA analysis as presented in the 2020 IAP Final Environmental Impact Statement and the 2025 IAP environmental assessment (EA) that incorporates new information that has arisen since the publication of the 2020 IAP/EIS.
