How to Get Involved

Previous Opportunities for Public Engagement During the NEPA And Land Use Planning Process

As required by regulation, the BLM provided a 30-day scoping period upon publication of the Notice of Intent (NOI) to prepare a Resource Management Plan and associated Supplemental Environmental Impact Statement (EIS). The BLM published a Notice of Intent (NOI) in the Federal Register on June 23, 2022, which began the public scoping period. The BLM hosted two virtual public meetings on July 12 and 13, 2022 to provide information related to the supplemental EIS and answer questions from the public. Recordings (.mp4) of the virtual meetings are available on the 'Documents" page (see the left column). Public scoping ended on July 25, 2022. 

The BLM also provided a 90-day comment period on the Draft RMP/SEIS. Public meetings were held in-person on September 12, 2023 in Glenwood Springs and on September 13, 2023 in Grand Junction.  A virtual meeting was held on September 13, 2023. 

Finally, the BLM provided a 30-day protest period on the Proposed RMP/Final SEIS where there was an opportunity for the public to submit a protest to the BLM Director.

Scoping and Comments on Planning Criteria

Solicit feedback on the preliminary range of alternatives.  Solicit feedback on potential issues to be analyzed in the EIS and the methods for analyzing those issues as described in the Planning Criteria.  

The BLM documented the results of scoping in a Scoping Report, which is posted under the documents tab.

Public Comment on the Draft RMP/SEIS

Solicit feedback on the range of alternatives, including the analysis of their effects, and the preferred alternative. Identify any factual errors or missing data in the BLM's analysis.

The BLM provided written responses to the public's substantive comments in  Appendix F in the Final SEIS.

Protest of the Proposed RMP/Final SEIS
Determine whether the RMP process followed established procedures, considered relevant information in reaching proposed decisions, and whether the proposed plan amendment is consistent with BLM policy, regulation, and statute. Any person who participated in the planning process and has an interest which is adversely affected by the amendment of the resource management plan may protest the approval of the amendment. (43 CFR 1610.5-2)
