On December 5, 2025, in
accordance with the Congressional Review Act, 5 U.S.C. §§ 801-808, the
President signed a joint resolution into law disapproving the April 2022 IAP
and Record of Decision (ROD). Public Law 119-47. A rule nullified under the
Congressional Review Act must be treated as though it had never taken effect.
As such, the 2022 IAP and Record of Decision should be treated as
though it never took effect. Further, on December 22, 2025, the BLM issued a
new NPR-A IAP ROD. Public Law 119-47 solely disapproved the April 2022 ROD and
has no effect on the December 2025 ROD, which is now in effect for the NPR-A.
