4.2.2. Leasable Minerals – Coal

The BLM does not anticipate reasonable foreseeable coal exploration, leasing, or development during the planning cycle. If the BLM receives an application for a federal coal lease, an appropriate land use and environmental analysis, including the coal screening process, would be necessary to determine whether the area(s) proposed for leasing are acceptable for coal development and leasing (in accordance with 43 CFR 3425). If the BLM determined that public lands were acceptable for further consideration for coal leasing, the land use plan would need to be amended, as necessary. The BLM would accept federal coal lease applications only for federal coal lands with development potential identified as suitable for further leasing consideration, after application of the coal screens and unsuitability criteria.
