1.3. Planning Process

The planning process is the result of the FLPMA requirement to manage lands under comprehensive plans and the National Environmental Policy Act (NEPA) requirement to analyze alternatives in an EIS and evaluate and disclose impacts for all major federal actions with the potential to result in significant impacts. Revising an existing plan is a major BLM federal action with the potential to result in significant impacts. Therefore, this EIS analyzes four alternatives, including the NEPA-required No Action Alternative.
