The AML program in Wyoming currently operates pursuant to this assistance agreement between the Wyoming State Office of the BLM and the Wyoming DEQ. There are currently no agreements between BLM and the State of Wyoming DEQ-LQD regarding exploration for or development of non-energy leasable minerals. Wyoming DEQ-LQD processes applications for these minerals under their “Non-Coal” rules and regulations. It is possible that the same Memorandum of Understanding between BLM and Wyoming DEQ-LQD for locatable minerals would have some valuable application should these two agencies need to work together to process applications related to non-energy leasable minerals.

Yellowstone River Compact

Between the states of Wyoming, Montana, and North Dakota was agreed upon to create an equitable division and apportionment of such waters; this compact ultimately controls the future and current uses of surface water resources in the basin. Ongoing litigation between Wyoming and Montana over the inclusion of groundwater in this compact is yet to be resolved.
