Manage mainly to provide opportunities for intensive camping and OHV use, with single and two-track routes for general motorized recreation use, commercial use, organized OHV events and competitive races. Maintain semi-primitive motorized and roaded-natural recreation settings with users concentrated in some areas.

RR-89. Maintain acceptable dust control and compatibility with neighboring communities and landowners.
