Project Description:
The BLM is cooperating with the Bonneville Power Administration (BPA) in preparation of an EA on a proposal for BPA to fund replacement of a seasonally-placed fish-collection weir with a permanent weir and fish trapping facility on Lolo Creek for operation by the Nez Perce Tribe. A weir is a fence or other structure placed across the creek to catch and retain fish. Lolo Creek is a tributary to the Clearwater River within the Snake River subasin and Columbia River basin, and the facility site is located in Clearwater County near Weippe, Idaho. The Northwest Power Act directs BPA to use funds to protect, mitigate, and enhance fish and wildlife resources affected by hydropower dams, and the need for the proposed project is to fulfill requirements from Federal Columbia River Power System Biological Opinion to monitor ESA-listed Snake River steelhead. The purpose of the project is to better function with regard to effectiveness, durability, and safety of the weir and fish trapping facilities. For the past ten years, the Nez Perce Tribe has operated the seasonally placed weir on public lands managed by the BLM, Cottonwood Field Office, to collect and monitor spring Chinook adults and support an ongoing anadromous fish supplementation program. BLM’s proposed action is to amend the existing right-of-way grant (IDI-37057) to the Nez Perce Tribe for continued operation of the facilities. The proposed permanent weir would be designed to maintain the free-flowing nature of Lolo Creek, and the site would be developed to accommodate safe public recreational use of Lolo Creek, especially by kayakers. The BPA conducted public scoping in Fall 2011.
