Willow Master Development Plan

Supplement to the Draft EIS Available for Public Comment: March 20–May 4, 2020 

The Bureau of Land Management (BLM) is seeking public input on the Supplement to the Draft Environmental Impact Statement (EIS) for the proposed Willow Master Development Plan (MDP) in the National Petroleum Reserve in Alaska (NPR-A).  

In response to stakeholder concerns and public comments on the Willow Master Development Plan Draft EIS, the applicant (ConocoPhillips) submitted an updated project proposal that includes new project components. The updated project proposal was received by BLM in November 2019, shortly after the comment period closed on the Draft EIS. The new proposal includes a third module transfer option, construction of a freshwater reservoir, and up to three boat ramps for subsistence use. While there are minor design optimizations across the project area, the three new project components have not been previously analyzed or shared with the public.

The BLM is releasing the Supplement to the Draft EIS to present the new information and subsequent analysis for a 45-day public comment period, which started March 20, 2020. To ensure that comments will be considered, the BLM must receive written comments on the Supplement to the Draft EIS no later than May 4, 2020 (comment period will close May 4 at 9 p.m. Alaska Daylight Time). You may submit comments related to the Willow MDP Supplement to the Draft EIS by any of the following methods:

The Bureau of Land Management prepared the Willow Master Development Plan Draft EIS in response to a letter submitted by ConocoPhillips on May 10, 2018. ConocoPhillips requested the development of the Willow prospect through a MDP EIS. The letter, available on the project website, includes a description of the foreseeable infrastructure and activity associated with the proposed Willow prospect development. Analyzing the entire proposed Willow development in a single master development plan EIS allows the BLM to make determinations of National Environmental Policy Act (NEPA) adequacy when individual applications for permits to drill or rights-of-way are submitted.

The MDP includes up to five drill sites, a central processing facility, an operations center pad, gravel roads, ice roads during construction and resupply ice roads during operations, 1 to 2 airstrips, pipelines, and a gravel mine site. Modules hauling project materials would be transported via sealift barge to the North Slope and then hauled to the project area via ice road. The Willow MDP Project would have a peak production in excess of 160,000 barrels of oil per day (with a processing capacity of 200,000 barrels of oil per day) over its 30- or 31-year life (varies by alternative), producing approximately 590 million total barrels of oil, and would help offset declines in production from the North Slope oil fields and contribute to the local, state, and national economies.
