Protests received on the Proposed Resource Management Plan Amendments and Final Environmental Impact Statement (December 7, 2018) have been resolved in a Protest Resolution Report available here: https://www.blm.gov/programs/planning-and-nepa/public-participation/protest-resolution-reports.

Environmental Impact Statements (EISs) and Proposed Plan Amendments

The BLM and the Department of the Interior (DOI) worked closely with governors of states with Greater Sage-Grouse habitat to determine whether to amend some, all or none of the sagebrush habitat conservation plans adopted in 2015.  A Draft EIS and Plan Amendments for BLM-managed public lands in Utah was published on May 4, 2018, initiating a 90-day public comment period that ended on August 2, 2018.  The Management Alignment Alternative in the Draft EIS was proposed to enhance cooperation and improve alignment between BLM plans for conserving Greater Sage-Grouse habitat and the State of Utah’s updated 2019 plan for managing the Greater Sage-Grouse species.

The BLM considered the comments received on the Draft EIS and developed a Final EIS and Proposed Plan Amendments, published December 7, 2018.  The ROD addresses issues raised in Protests of the proposed amendments, as well as points included in the Utah Governor’s Consistency Review.
