The BLM planning process officially started with the publication of the Notice of Intent (NOI) in the Federal Register on May 28, 2010. The NOI announced BLM Wyoming’s intent to prepare the Resource Management Plan (RMP) amendments and Environmental Impact Statement (EIS) and initiated the public scoping period, which ended August 30, 2010.

The publication of an NOI on December 09, 2011 officially started a second public scoping period and announced the addition of the USFS participation in the amendment process. Additional planning criteria were also announced. The second public scoping period ended on March 23, 2012. Public comments were submitted throughout the planning process.
