The National Defense Authorization Act (NDAA) for Fiscal Year 2017 authorized the temporary closure of BLM-managed lands adjacent to the Utah Test and Training Range (UTTR) for military operations in Utah's West Desert. Section 3002 of the Act requires the Bureau of Land Management (BLM) and the Air Force to develop a Memorandum of Agreement (MOA) to facilitate the limited closures of the BLM-managed lands. The Act requires a 30 day public comment period on this draft MOA before it is finalized by the two agencies.

The draft MOA identifies the roles and responsibilities of the two agencies during the cooperative temporary closures of eight buffer areas on BLM-managed lands in Utah’s West Desert for the execution of military operations. Comments provided by the public will be considered in preparation of the final MOA.
