Grand Staircase-Escalante National Monument (GSENM) and Kanab-Escalante Planning Area (KEPA) Records of Decision and Approved Resource Management Plans available NEW!

The Bureau of Land Management (BLM) is pleased to announce the availability of the Records of Decision (RODs) and the Approved Resource Management Plans (RMPs) for the Grand Staircase-Escalante National Monument and Kanab-Escalante Planning Area. The RODs were signed on February 6, 2020 by the Department of the Interior (DOI) Acting Assistant Secretary for Land and Minerals Management, Casey Hammond. The RODs approve the RMPs and certain implementation-level decisions, and constitute the final decision of the DOI. After over eight months of public outreach and the completion of consultation and coordination obligations, the Approved RMPs provide for uses within the Monument, including recreational uses, while protecting significant geological, paleontological, and natural resources and other objects. The Approved RMP for the KEPA provides for multiple uses, including surface-disturbing and mineral leasing activities, while protecting natural, cultural, and recreational values of the public land.
 
The RODs contain responses to comments submitted on the proposed target shooting closure. The Protest Resolution Report is available at: https://www.blm.gov/programs/planning-and-nepa/public-participation/protest-resolution-reports. The BLM will publish a Notice of Availability in the Federal Register to inform the public that the BLM has completed the planning effort for the identified lands.

The GESNM was established by Presidential Proclamation 6920 on September 18, 1996.  On December 4, 2017, Presidential Proclamation 9682 clarified and modified the designation of the GSENM. Lands that remain part of GSENM (1,003,863 acres) are included in three units, known as the Grand Staircase (209,993 acres), Kaiparowits (551,034 acres), and Escalante Canyons (242,836 acres) Units. The Bureau of Land Management (BLM) refers to lands that are now excluded from the national monument (861,974 acres) as the Kanab-Escalante Planning Area (KEPA).

The BLM prepared these RMPs pursuant to 43 CFR 1600 and an Environmental Impact Statement (EIS) pursuant to the National Environmental Policy Act of 1969.  The Notice of Intent to prepare the RMPs/EIS was published January 16, 2018, which initiated the public scoping process. The Draft RMP/EIS was published August 17, 2018 and was made available for a 90-day public comment, however, modified versions of the Draft RMPs/EIS were issued on August 31, 2018 following publication of a Notice of Error in the Federal Register and the public comment period was extended accordingly. The Proposed RMPs/Final EIS were published August 23, 2019 and were available for a 30-day protest period, 60-day Governor’s consistency review, and a 60-day public comment period for certain recreational shooting closures in accordance with the Dingell Act. The BLM provided for an additional 30-day protest period on modified versions of the Proposed RMPs/Final EIS starting October 18, 2019 following the publication of a Notice of Error in the Federal Register.
