Signed Decision Record and Finding of No Significant Impact
The Grants Pass Field Manager has signed the Decision Record #1 (DR#1) and Finding of No Significant Impact (FONSI) for the Clean Slate Forest Management Project. 

The Proposed Action in the Revised Environmental Assessment (REA) analyzed for approximately 461 acres of commercial upland and Outer and Middle Riparian Zone treatments; which include 314 acres within the Harvest Land Base and 94 acres in the Riparian Reserve. Non-commercial treatments analyzed include 314 acres of activity fuels treatments (REA, p. 38). Forest management treatments consist of both commercial and non-commercial treatments in the upland and riparian areas and include the use of integrated vegetation management to achieve project objectives.

Forest management activities authorized in this DR#1 include:
461 acres of total treatment whihc includes 314 acres in Harvest Land Base-Uneven-Aged Timber Area and 147 acres in Riparain Reserve, specifically:

    314 acres of Harvest Land Base commercial and non-commercial treatments
    94 acres of Outer and Midlle Riparian Zone Thinning
    53 acres of non-commerical treatments within Inner Riparian Zones

Construction and decommissioning of 1.5 miles of temporary routes;
Reconstruction and decommissioning of 0.4 miles of temporary routes;
Resconstruction of 1.6 miles of existing roads;
Renovation, maintenancem and timber haul of 31.4 miles of road;
Construction of 0.3 miles of tractor swing routes

This is a forest management decision. Administrative remedies are available to persons who believe they will be adversely affected by the decision. In accordance with the BLM Forest Management Regulations (43 CFR § 5003.2(a)), the decision for this project will not become effective, or be open to formal protest, until the first Notice of Sale appears in the Grants Pass Daily Courier, the Medford Mail Tribune, and Coos Bay The World on August 16, 2018.

43 CFR § 5003.3 subsection (b) states, “Protests shall be filed with the authorized officer and shall contain a written statement of reasons for protesting the decision.”  This precludes the acceptance of electronic mail (email) or facsimile (fax) protests. Only written and signed hard copies of protests that are delivered to the Grants Pass Interagency Office will be accepted. The protest must clearly and concisely state which portion or element of the decision is being protested and the reasons why the decision is believed to be in error.

Protests must be received by Close of Business (4:30 pm PDT) on August 31, 2018.
