Project Description

The September 2024 Record of Decision (ROD) for the Libra Solar Project (DOI-BLM-NV-C000-2023-0001-EIS) approved the construction, operation and maintenance (O&M), and decommissioning of a solar photovoltaic power generating facility. These facilities were approved to be contained within an approximately 5,141 acre-solar site right-of-way (ROW), 603 acre generation tie line (gen-tie) ROW, and 34-acre access road ROW on United States Department of the Interior (DOI) Bureau of Land Management (BLM) lands (Approved Project). The Approved Project includes the following primary components: 1) a 700 MWac solar PV power generating facility; 2) a 700 MW battery energy storage system (BESS); 3) linear and ancillary facilities, including access roads, electrical distribution lines, and communication cables; 4) Operations and Maintenance (O&M) facilities; and 5) a substation and a 24.1-mile-long 345 kilovolt (kV) gen-tie line into the Fort Churchill substation.  

 

This Determination of National Environmental Policy Act (NEPA) Adequacy (DNA) is being prepared to demonstrate that the effects of the Modified Project are within the range of effects previously disclosed on the Libra Solar Project Final Environmental Impact Statement (FEIS) and ROD. The Project components, construction methodology, and disturbance types would be the same as described in the FEIS. All Project design features and mitigation measures disclosed in Appendix C of the FEIS would continue to apply to the Modified Project.

What's New

The final Determination of NEPA Adequacy, Decision Record (DR) and Appeal Language/Process were posted December 15, 2025. This initiates the 30-day appeal period, which ends January 15, 2026. For details on the appeal process, please navigate to the Documents tab.
