The oil and gas leasing program managed by the BLM encourages the sustainable development of domestic oil and gas reserves which reduces the dependence of the United States on foreign sources of energy as part of its multiple-use and sustainable yield mandate. Therefore, in accordance with the Mineral Leasing Act, 30 U.S.C.226(b)(1), as amended by the National Defense Authorization Act for Fiscal Year 2015 (Pub. L. 113-291. 128 Stat.3762) (Dec.19, 2014), and the BLM regulations at 43 CFR 3120, the BLM will be offering parcels for lease at a Competitive Internet-Based Oil and Gas Lease sale. The Bureau of Land Management (BLM) has prepared a Determination of NEPA Adequacy (DNA), ES-020-2019-0011-DNA, to address the offering of three oil and gas lease parcels in Amite, Franklin and Wilkinson Counties, Mississippi on the United States Department of Agriculture (USDA) Forest Service's Homochitto National Forest (NF) at the December 2019 BLM Eastern States Competitive Oil and Gas Lease Sales (December Lease Sales). Under the proposed action the BLM would offer for sale three Expression of Interest (EOI) lease parcels totaling 5,819.5 acres of federal minerals administered by the BLM.
Standard U.S. Forest Service (USFS) terms and conditions have been attached to the parcels, as specified through an Environmental Assessment (EA) approved by the USDA Forest Service with BLM as a cooperating agency for mineral leasing and development in August 2010 as well as a Final Environmental Impact Statement (EIS) for the Revised Land and Resource Management Plan (LRMP) signed July 2014. A BLM interdisciplinary team preliminarily determined that the proposed action, as mitigated, would not cause any signficant effect to the quality of the human environment, individually or cumulatively, with other actions in the general area. No environmental effects meet the definition of significance in context or intensity as defined in 40 CFR 1508.27.
