The Bureau of Land Management (BLM) Redding Field Office announces the availability of the Decision Record for the Lower Battle Creek Side Channel & Backwater Restoration Project. The BLM adopted the Sacramento River Watershed Anadromous Fish Habitat Restoration Program Environmental Assessment (EA) and Finding of No Significant Impact (FONSI) prepared by the Bureau of Reclamation, which was signed on March 30, 2026, under BOR NEPA number CGB-EA-2025-165. The Lower Battle Creek Side Channel & Backwater Restoration Project was specifically identified in Reclamations EA. These documents may be accessed by selecting the “Documents” tab at the top of this webpage.

This posting provides notice of the decision and begins the 30-day appeal period. The decision may be appealed to the Interior Board of Land Appeals (IBLA), Office of Hearings and Appeals, in accordance with 43 CFR Part 4. A notice of appeal must be filed with the IBLA no later than 30 days after the appellant receives notice of the decision. The notice of appeal must be accompanied by a copy of the decision being appealed; a statement of facts demonstrating that the appellant is a party to the case who is adversely affected by the decision; and a statement, supported by documentation, identifying the date the appellant received notice of the decision and demonstrating that the appeal was timely filed. The notice of appeal must also be served in accordance with 43 CFR 4.407. In accordance with 43 CFR 2801.10(b), this decision remains in effect pending appeal unless the Secretary of the Interior rules otherwise. A petition for a stay of the decision may be filed with the Office of Hearings and Appeals in accordance with 43 CFR Part 4.
