Project Description

Pursuant to Executive Order 14153 and Secretary’s Order 3422, “Unleashing Alaska’s Extraordinary Resource Potential,” the BLM reviewed revocation of Public Land Orders (PLO) 5150 and 5180 within the Dalton Utility Corridor north of the Yukon River. The Dalton Utility Corridor stretches along the Dalton Highway and Trans-Alaska Pipeline north of the Yukon River from approximately mile post 55 to mile post 299. The Dalton Utility Corridor includes a portion of the proposed Alaska Liquefied Natural Gas project route and contains approximately 2,138,000 acres of BLM-managed land (see Proposed Revocation Area map under 'Maps' tab to the left). All lands are located within BLM’s Central Yukon planning area in Alaska and managed in accordance with the approved Utility Corridor Resource Management Plan (ROD/RMP, BLM 1991). 

Revocation of PLOs 5150 and 5180 within the Dalton Utility Corridor would open the area to location and entry under the public land and mining laws, and to selection by the State of Alaska under the Alaska Statehood Act. This revocation would allow approximately 2.1 million acres of “top filed” land (land previously unavailable for State selection but which the State has expressed interest in acquiring), to automatically “attach” or become selections by the State. Once top filed parcels attach and become State-selected, they would be segregated from entry under the Public Land Laws, including the Mining Law of 1872, subject to valid existing rights, and no longer be available under the Alaska National Interest Lands Conservation Act for federal rural subsistence priority. The remaining 72,000 acres within the Dalton Utility Corridor which were not State top filed would remain under federal land management and open for federal rural subsistence priority.

The Secretary of the Interior issued Public Land Order No. 7966, revoking two withdrawals north of the Yukon River—Public Land Order Nos. 5150 and 5180—opening the area to public land and mining laws and setting the stage for major progress on the state’s entitlements under the Alaska Statehood Act.
