Welcome to the TriCounty RMP Planning Process The Las Cruces District Office of the BLM is developing a land use plan for public lands in Doña Ana, Otero, and Sierra Counties. The TriCounty Resource Management Plan (RMP) will guide the BLM's actions across 2.3 million acres of public lands and over 2.8 million acres of federal mineral estate over 20 years. The RMP will provide management direction on appropriate uses and allocate resources, develop strategies to manage and protect resources, and establish systems to monitor and evaluate the status of resources and effectiveness of management decisions over time.
Land use plans ensure that the public lands are managed in accordance with the intent of Congress as stated in the Federal Land Policy and Management Act of 1976 under the principles of multiple use and sustained yield. The public lands must be managed in a manner that protects the quality of scientific, scenic, cultural and environmental resources; preserves and protects certain public lands in their natural condition; provides food and habitat for fish and wildlife and domestic animals; provides for recreation and human occupancy and use; and recognizes the Nation's need for domestic sources of minerals, food, timber, and fiber from the public lands.
