Project Description

Section 20001 of PL 115-97, enacted on December 22, 2017, directed the Secretary of the Interior, acting through the BLM, to establish and administer a competitive oil and gas program for the leasing, development, production, and transportation of oil and gas in and from the Coastal Plain. The Secretary is required to manage the oil and gas program on the Coastal Plain in a manner similar to the administration of lease sales under the Naval Petroleum Reserves Production Act of 1976 (42 U.S.C. 6501 et. seq.) (including regulations). Section 20001(b)(1) of PL 115-97 lifted a prohibition on oil and gas development imposed by Section 1003 of ANILCA.

On June 1, 2021, Secretary of the Interior Haaland issued Secretary’s Order (SO) 3401, directing: (1) a new, comprehensive analysis of the environmental impacts of the leasing program (i.e., what came to be the Leasing SEIS) to address identified legal deficiencies in the 2019 EIS and 2020 ROD; and (2) a temporary halt on all leasing program activities in the Coastal Plain while the new environmental analysis was pending.

In accordance with SO 3401, a new Record of Decision was issued on December 8, 2024 and can be viewed on the documents page.

What's New

On December 11, 2025, in accordance with the Congressional Review Act, 5 U.S.C. §§ 801-808, the President signed a joint resolution into law disapproving the December 2024 Coastal Plain Oil and Gas Leasing Program ROD. Public Law 119-52 A rule nullified under the Congressional Review Act must be treated as though it had never taken effect. As such, the 2024 Coastal Plain Oil and Gas Leasing Program ROD should be treated as though it never took effect. Further, on October 23, 2025, the BLM issued a new Coastal Plain Oil and Gas Leasing Program ROD. Public Law 119-52 solely disapproved the December 2024 ROD and has no effect on the October 2025 ROD, which remains in effect.
